Gujba agriculture college massacre: Death toll raises to 78

Gunmen suspected to be Boko Haram sect members yesterday went on rampage in Gujba community, Yobe state where they opened fire on the students of the College of Agriculture, Gujba, at 3a.m. as they slept in their hostels. They later moved to other houses, where they killed residents at will.
They also blocked the Damaturu-Maiduguri road and killed travellers.
At the end of the attack, 78 persons lay dead, while several others were still missing.
According to members of the community, soldiers arrived the scene two hours after the gunmen had left.
The gunmen were said to be wearing military camouflage with black bandanas round their heads.
An official of Damaturu Specialist Hospital, who requested anonymity, said “immediately after the attack, 40 bodies were brought to the morgue and all are believed to have been students of the College of Agriculture in Gujba.”
The number, however, increased as more bodies were recovered from the bush.
Military spokesman, Lazarus Eli told newsmen that security forces were at the scene, but that details on the number of dead and injured were not yet available.
He added that the early morning assault was targeted at the College of Agriculture in Gujba, Yobe State.
“It was carried out by Boko Haram terrorists, who went into the school and opened fire on students while they were sleeping,” he added.
A police source, who requested anonymity, said that initial reports indicated the death toll could be higher, but he was not prepared to discuss figures.
Provost of the College, Molima Idi Mato, said: “They attacked our students while they were sleeping in their hostels. They opened fire at them.”
He said he could not give an exact death toll as security forces were still recovering bodies of students mostly aged between 18 and 22.
”The school’s surviving students have fled,” he added.
One of the surviving students, Idris, who would not give his first name, said: “They started gathering students into groups outside, then they opened fire and killed one group and then moved onto the next group and killed them.
“It was so terrible. They came with guns around 1a.m. and went directly to the male hostel and opened fire on them”
Ahmed Gujunba, a taxi driver who lives by the college said: “The college is in the bush, so the other students were running around helplessly as guns went off and some of them were shot down.”
Gujba is about 30 kilometres (18 miles) from Damaturu, the state capital.
Yobe has seen a series of brutal attacks targeting students in recent months, all blamed on Boko Haram.
By afternoon after the attack, scores of travellers were also killed, by suspected members of Boko Haram in YobeState.
The militants were said to have blocked Damaturu-Maiduguri Road, shooting indiscriminately.
An eyewitness, who was on his way to Maiduguri, told the media that at least 20 persons were killed.
The witness said: “The situation is terrible. They blocked our way, and were spraying people with bullets.
“Some of us managed to run into the bush. At least, 20 persons were shot dead in the three buses before us.”
NGF seeks end to attacks
Meanwhile, the Northern States Governors’ Forum, yesterday, urged security agencies to “take urgent steps to halt the senseless killing of defenceless citizens.”
Speaking through its chairman, Governor Babangida Aliyu of NigerState, the forum in a statement by the governor’s Chief Press Secretary, Mr. Danladi Ndayebo, also called for an end to “attacks on places of worship and educational facilities.”
It said: “The forum is particularly alarmed that the shooting to death of 38 students of the College of Agriculture, Gujba, YobeState, followed the same pattern as the killing of 22 students and a teacher at GovernmentSecondary School, Mamudo, in the same state last July.”
It called on security agencies to intensify efforts at protecting the lives and property of citizens, and also ensure that those behind the violence in the region, were apprehended and brought to justice.
Mark, Ndoma-Egba condemn massacre
Senate President, David Mark and Senate Leader, Victor Ndoma-Egba, have described the massacre of scores of students at the college by gunmen as a dastardly act and unfortunate as it has a negative impact on the future of Nigeria.
The Senate President and the Senate Leader in their separate condolences commiserated with the people and government of YobeState over the massacre
Senator Mark said: “Violence has never produced any positive result neither has it any solution to problems or grievances.
“If you have any grievances, the only way out is through dialogue. Resorting to killing others can only add to the problem and not solution.
“There are more than enough channels of communication and ways of redressing misgivings.
“These killings, especially innocent citizens are not part of our culture. They are truly alien to us. All right thinking members of the society must rise up to end this carnage raging our land.”

ASUP strike to be resumed on Friday 4th October

The Academic Staff Union of Polytechnics is to resume its suspended strike on Friday following the inability of the Federal Government to resolve outstanding issues with the union.
ASUP Chairman, Mr. Clement Chairman, told newsmen in Jos on Sunday that “the frustrating inertia of the Federal Government to convincingly fulfill any of the promises and agreements reached with the union before the suspension of the earlier strike on July 17, 2013 shows that government is not serious.”
Chirman said the National Executive Council after its 75th meeting held at the Federal Polytechnic, Bida, Niger State, resolved that the strike would “be total and indefinite” until the government showed committed to honouring the agreement with the union.
He expressed dismay at government penchant for breaking agreements, adding that “since the union suspended its earlier strike in July, government has shown no commitment to fulfilling any of the promises it made to the union.”
The union in its communiqué after the meeting in Bida decried “the anti-labour stance of the National Assembly as exemplified by the recently proposed removal of minimum wage from the exclusive legislative list of the constitution to the concurrent list, as well as the proposed legislation against declaration of industrial strike by unions in the tertiary sector.”
ASUP also lamented government’s abuse of the laws establishing TETfund. And the culpable lack of commitment of the National Board for Technical Education to meeting the needs and demands of polytechnic education in Nigeria.
“The CONTISS 15 Migration for Lower cadres, Needs Assessment of Polytechnics, release of whitepaper of visitation to Federal polytechnics, discrimination between polytechnics and university graduates in job placement and career progression and the constitution of Governing Councils to Federal polytechnics earlier omitted, were among the issues we brought before the Federal Government in the last negotiation, but government has failed to address any of them since after we suspended strike in July”, Chairman lamented.
The communique said:
1. That Government should without delay address all the outstanding standing issues including the NEEDS Assessments of the polytechnics and the corresponding funding, constitution of the Governing Councils of the remaining Federal polytechnics, CONITSS 15 Migration of the Lower Cadres, the removal of disparity between HND and Degree certificates, establishment of the National Polytechnics Commission (NPC), release of the Whitepaper of the visitation panels to polytechnics;
2. That the National Assembly should rescind from its current anti-labour posture in the interest of industrial peace and our desperate move to rescue the endangered soul of the tertiary institutions in the country;
3. That the National Assembly should expedite action on the review of the Polytechnic Act;
4. That a vote of no confidence be passed the NBTE and further calls for the immediate establishment of a National Polytechnics Commission (NPC) to proactively cater for the needs of the sector;
5. That the Nigerian political class and other interest groups should exercise restraint on their utterances and activities in the interest of peace, unity and security of the nation;
6. That the Federal Government should desist from abuse of TET fund laws;
7. That stakeholders in the education sector such as parents, students, religious leaders, the press, members of States and National assemblies to rise to their responsibilities of rescuing the (polytechnic) education sector from imminent collapse;
8. That the position of ASUP on the need to appoint the rectors from within the polytechnic system remains irreversible;
9. That in view of the continued insincerity of Government to honour the agreement reached with ASUP, NEC resolves that the union will resume the suspended strike with effect from 4th October, 2013.
NEC sincerely appreciates the good people of Nigeria and all other stakeholders in the education sector for their sustained support in its struggles to save the polytechnic education from total collapse in Nigeria.

40 students killed in Yobe college, Gujba attack

The Medical Director, Damaturu Specialist Hospital, Dr Garba Fika, has confirmed that 40 students of the College of Agriculture, Gujba, Yobe, were killed by gunmen in the early hours of Sunday.
Mr. Garba said this when Gov. Ibrahim Gaidam of Yobe visited the hospital to inspect the wounded and the corpses of students deposited at the mortuary.
He said that five students including three with fractures, one with bullet wound and other with abdominal injury were receiving treatment at the hospital.
The governor, who spoke in tears, urged security operatives to intensify aerial surveillance of the area.
The state deputy governor, Abubakar Aliyu, the Provost of the College Mulima Mato, and other dignitaries also shed tears at the mortuary when they saw the corpses of the students.
The News Agency of Nigeria (NAN) recalls that schools in Yobe re-opened 13 days ago after 10 weeks of forced closure following attacks targeted on schools.
The attacks resulted in the death of 29 students and three teachers.
In June this year, seven students and two teachers were killed at Government Secondary School Damaturu.
In July, 22 students and two teachers were killed at Government Secondary School Mamudo.
As the government makes arrangement for the burial of the slain students, parents were seen in groups discussing the fate of their children in view of the serial attacks on schools in the state
Speaking in an interview with the NAN, a parent who requested anonymity said that he and other parents were scared of sending their children and wards to school.
“We are shocked, saddened and scared of sending our wards back to school with these ugly incidents of attack on schools in Damaturu, Mamudo and now, Gujba,” he said.

Jonathan offers no plans to resolve ASUU strike, says union's demands are politicized

President Goodluck Jonathan on Sunday offered the clearest sign yet that his administration was in no haste to resolve the three-month-old strike by university lecturers, calling their demands “politicized” and urging the lecturers to return to work for the sake of the students.
On his fifth presidential media chat on the Nigerian Television Authority, NTA, the president said the nation’s bitter politics had crept into the strike by the Academic Staff Union of Universities, and was responsible for the refusal of the lecturers to suspend their action despite the government’s effort.
“In the past, they did not go this far when strikes were called off; but now politics has gone into everything,” the president said. He did not elaborate when pressed further by a five-member interview panel on his claim about ASUU demands being politicized.
Mr. Jonathan said his administration had made concessions for the strike to be resolved, and has demonstrated remarkable commitment to addressing the massive infrastructure in the universities, one of the key demands ASUU has made.
He said the lecturers have refused to accept the government’s explanations that broad range reforms cannot be achieved instantly.
“ASUU strike is very very unfortunate,” Mr Jonathan, himself a former lecturer, said. He said crisis in education, in developing countries would always continue.
The president said the biggest indication to his government’s commitment to such reforms was the decision to catalogue the perennial rot afflicting all the universities.
“Throughout this time, no government has taken inventory of all the problems in federal and state universities,” the president said. “We said this must change. But it cannot change overnight. So for ASUU to go on strike over infrastructure, they need to understand that we are serious about intervening starting with N100 billion.”
The president’s remarks on the strike was his first since lecturers downed tools in June, asking for improved pay and better funding for universities. They vowed not to resume until the government fully implements the last agreement both sides reached in 2009.
The lecturers have vowed not to accept partial implementation of the agreement, with multiple intervention by the Senate and the House of Representatives stalemated.
The government said the challenges of improved funding requires more time, and claims it has made concessions by providing initial funding.
As the negotiations deadlock, millions of students have remained stranded at home with each claim of quick resolution to the crisis turning out unrealistic.
Mr Jonathan’s comments on Sunday provided the strongest indication yet, that, save a change in decision, students will remain at home longer as the crisis stretches without a resolution.
Asked specifically what the way forward would be for the strike, the president said he was calling on the lecturers to resume work for the sake of the Nigerian children and to realize that the government was committed to improving education.
He said the 2009 agreement which ASUU has harped upon, was negotiated by officials incapable for such a responsibility as the agreement was “not implementable”.
“Even if we have all the money in the world we cannot change things overnight,” he said. “The members of ASUU are our brothers and sisters, they should look at these young people and look at the commitment of govt.”

"End ASUU strike" - Arewa Consultative Forum

The Arewa Consultative Forum (ACF) on Friday called on the Federal Government and ASUU to reach amicable settlement to end the ongoing strike by university lecturers.

A statement by the ACF spokesman, Mr Anthony Sani, said the strike had brought untold hardship on students, parents and the education sector, and needed to be called off.

The forum, therefore, appealed to the two parties to hasten the resolution of the problems between them by making necessary sacrifices in the interest of the nation.

The ACF restated its call for probe of the recent Apo killings and commended the National Assembly for its stand on the matter.

It said the intervention by the lawmakers was “very necessary and timely, considering the overriding need to know the truth which can inform retribution or otherwise and inspire confidence and trust on the authority”.

On the 2015 election, the ACF canvassed for the holding of all elections in one day, saying it would reduce cost, rigging and problems of logistics.

It noted with dismay the neglect of the North by the Federal Ministry of Aviation, saying Northerners were being denied employment in the industry.

The ACF decried the non availability of international flights from the North, insisting that it was not in the best interest of the nation’s economy.

BSU ASUU to Suswam: "We will not succumb to blackmail"

Barely 48 hours after the Benue State governor, Dr Gabriel Suswam, ordered the Benue State University (BSU) chapter of the Academic Staff Union of Universities (ASUU) to resume work on October 2, 2013, the striking lecturers have waved the order aside, saying they will not succumb to blackmail.
The governor had directed the management of the state university to evoke the “no work, no pay rule,” on the lecturers if they failed to pull out of what he described as “sympathy strike’’ and resume work as from October.
But the chairman of BSU ASUU, Dr David Ukooh, who spoke to newsmen yesterday after the union’s congress said his members would not succumb to any form of blackmail, threat or intimidation.
Ukooh said the governor’s comment was “mere political propaganda’’ intended to blackmail the lecturers, adding that BSU ASUU executive lacked the power to suspend the strike.
“The strike embarked upon by BSU ASUU is a national strike and not a local one. The branch exco has no power to suspend the strike. We are a union and we have modalities which has to be followed logically. The NEC of ASUU called this strike and it is only when they ask us to call off the strike that we can do so.”
“This is not the first time ASUU will go on strike. If the governor insists on no work, no pay, we are not worried, we will meet our work where we left it. But when we resume, we will also insist on no pay, no work. The governor’s statement is borne out of ignorance,” he said.
Meanwhile, the Vice Chancellor of the Ondo State-owned Adekunle Ajasin University (AAUA), Akungba-Akoko, Professor Olufemi Mimiko, has said that the university will soon recall its students and lecturers back on campus if the three-month-old strike by ASUU is not called off by the end of September.
Mimiko disclosed the plan of the university during an interview with the Nigerian Tribune. He said the protracted strike had affected the activities of the institution, which had unbroken and stable academic calendar in the last four years.
“We had unbroken four-year academic calendar before the strike began. The strike has affected our programmes. It is not in the interest of our students.
“We hope ASUU will call off the strike soon. If not, we are considering taking a measure to bring our students back on campus. Precisely, if by the end of September, the strike is not called off nationally, we will begin the process of calling off the strike locally,” he said.
“We are consulting with our lecturers. Ours is a state university and the case is different. We don’t have any subsisting agreement with the ASUU. It is the Federal Government that has issues with the ASUU.
“In the first instance, our own lecturers are not even expected to go on strike along with the ASUU of the Federal Government-owned institutions. They are not employees of the Federal Government.

SSANU may join ASUU in the lingering strike

The Senior Staff Association of Nigerian Universities (SSANU) says it may commence a nationwide strike by Monday if its members are not paid their salaries.
Mr Promise Adewusi, the association's General Secretary, said this at a press briefing in Abuja on Thursday.
He said that the strike was being considered to protest against the stoppage of the salaries of university workers without any justifiable explanation.
He said that the strike was sequel to a letter written to the Vice-Chancellors of the affected federal universities and Sen. Anyim Pius Anyim, the Secretary to the Government of the Federation (SGF).
Adewusi said that letters were similarly written to the Minister of Labour and Productivity, Chief Emeka Wogu, the Minister of State for Education, Chief Nyesom Wike and the Executive Secretary, National Universities Commission (NUC), Prof. Julius Okojie.
He, however stressed that SSANU members would be directed to proceed on the strike if the government refused to pay the salaries.
Adewusi advised the vice-chancellors, the SGF and the ministers of labour and education to take immediate steps to remedy the situation.
"Our members in the effected universities have drawn our attention to the non-payment of their August salaries without any justifiable explanations, even as the month of September has almost drawn to an end.
"We, hereby, place on record that our members had long discharged their obligation as workers for the said month and they, therefore, deserve their pay.
"The non-payment of our members in the universities, when some other federal universities have since paid the August salaries, is viewed by our members as an act of punishment against them for working and this has made them restive.
"We, therefore, demand that the August salaries of our members in those universities be paid to them on or before Friday, Sept. 27, 2013.
"Failure to pay by the stipulated date will be regarded as a conclusive act of aggression against the economic rights and interests of our members," he said.
Adewusi said that the union would be at liberty to direct members to stop work, as they would no longer be in a position to continue to pay for their transport to work.
Also, Alhaji Mohammed Aliyu, the SSANU Chairman in Federal University of Technology, Minna, called on the Federal Government to pay the workers so as to promote industrial harmony.
Aliyu said that it was unfair for the government not to pay their salaries, considering the fact that SSANU had employed dialogue rather than embark on a strike like the Academic Staff Union of Universities (ASSU).
He, however, warned the government not to misjudge the union's peaceful disposition as a sign of weakness.
"Government should not punish us because of ASUU is on strike. If that is what they intend to do, it means they are inviting more trouble in the system.
"We in SSANU believe that through continuous dialogue, contentious issues can be resolved; but for government to refuse to pay our members for two months is a call for confrontation," he said. (NAN)

NUT gives FG and ASUU 14-day Ultimatum to end the lingering strike

The Nigeria Union of Teachers (NUT) on Thursday gave a two-week ultimatum to the Federal Government and the Academic Staff Union of Universities, ASUU, to resolve the strike embarked upon by university lecturers since 1 July.
The NUT President, Mr Michael Olukoya, gave the ultimatum in Abuja at the end of the union’s meeting with teachers’ representatives across the country.
The News Agency of Nigeria (NAN) reports that ASUU, had on July 1, embarked on a strike it described as “comprehensive, total and indefinite”.
The lecturers are protesting the non-implementation of some issues, contained in an agreement the union had entered into with the Federal Government since 2009.
Olukoya said that members of the union would not hesitate to close down the nation’s schools, if the two parties failed to reach agreement after two weeks.
He described the current ASUU strike “as nationalistic, patriotic and self-sacrificing.
“We will not hesitate to shut down the education system in the country, if the government fails to fulfil or honour the agreement it entered into with the lecturers.”
The NUT president said that Governor Adams Oshiomhole of Edo’s call for a complete over-haul of teachers’ qualification as unacceptable to the NUT.
He said that the blame should be put on the doorsteps of the employers and not teachers.
“NUT will forever be proud of all its teachers, believing that all employment agencies are corruption-free, disciplined and quality conscious in their employment drives.”
Olukoya also urged the governors of Kogi, Benue and Cross River to honour the agreement they made with teachers on the payment of 27.5 per cent teachers salary structure.

COEASU Gives FG a 60-Day Ultimatum to Meet Demands or Else

The Colleges of Education Academic Staff Union (COEASU) has given the Federal Government a 60-day ultimatum to meet its demands. The President of the Union, Mr. Asagha Okoro, said “the nation would regret looking down on the teaching education sector if concrete steps are not taken to address COEASU’s grievances.”
In an exclusive interview with our source, Okoro said: “we have packaged all the issues facing the teaching education sector. If we do not see concrete action within 60 days, we will employ non conventional industrial methods to make our voice heard. What we are asking for is not much; most of these demands can be met with as little as N26bn. After a one week warning strike, the Union met with government representatives at the office of the Minister of Labour and Productivity, Emeka Wogu, last Thursday.
Outome of meeting
Okoro, speaking on the outcome of the meeting said: “We were told that our concerns were germane and will be addressed. However, the issues discussed were forwarded to the Minister of State for Education and we were told that a meeting would be scheduled with him as soon as possible.”
The union had pointed out 17 issues to be addressed by the government. They include: “the suspicious delay in the release of the 2012 visitation white paper; the refusal of colleges managements to recruit commensurate academic manpower to cater for the high dearth of academic staff to meet the contemporary challenges engendered by the rising population of students; the non-harmonization of conditions of service for academic staff of all tertiary institutions to stem brain drain from the colleges of education to the universities; the proposed selective imposition of IPPIS in the CoE and the polytechnics; the truncation of a hitherto functional and innovative Tertiary Education Trust Fund leading to obvious regrettable gaps that compromises the critical need for the consolidation of the gains recorded during the past five years; non implementation of CONPCASS, 65years retirement age and Migration to CONTISS 15 in some state CoE; the non conduct of Needs Assessment for CoE to address students and staff needs for the enhancement of quality teaching and learning.”
Others are: the refusal of government to approve an Independent degree awarding status for all CoE certified by NUC as being qualified to award degrees in Teacher Education; illegal imposition of Group Life Insurance underwriters and the non payment of death benefits to our deceased colleague’s families between 2000 and 2013; non budgetary allocations for outsourced services and the refusal of government to heed the call for the abrogation of outsourced services and the offer of regular employment to all those in the outsourced cadre and the payment of out-standing arrears to the tune of N2,443,278,543.96; the non allocation/release of funds (N2,344,765,841) for crucial academic activities like accreditation programmes, among others.
Meanwhile, in its bid to forestall another strike action by COEASU, the Minister of Labour and Productivity, Wogu, has signed a Memorandum of Understanding with COEASU which charged the Federal Ministry of Education to, as a matter of urgency, meet with the Union to determine some of the issues at stake.
At the end of the Thursday meeting aimed at reassessing the extent of the implementation of the agreement reached on the 30th of August 2013 between the Ministry of Education and COEASU.

NASU threatens to join ASUU strike by next week

As strike embarked upon by the Academic Staff Union of Universities (ASUU) in the nation’s tertiary institutions enters its fourth month, the Non-Academic Staff Union of Educational and Associated Institutions (NASU) has indicated its resolve to embark on its own indefinite strike next week.
Speaking at the National Executive Council (NEC) meeting of the trade union in Ilorin, the Kwara State capital, on Tuesday, NASU’s general secretary, Prince Peters Adeyemi, said members of the union had not been paid for two months, despite working to keep university system running during the ongoing ASUU strike.
“ NASU will commence its own strike next week, because we have been working and government has refused to pay our salary. For us, it does not make sense to continue to keep the system running when we are not being paid. The reason for this is not known to us.
Government has not paid our salary for August and today is September 24; they are owing us two months’ salary and there is no way we can continue to do this work on empty stomach, while they run round the globe on full stomach,” he said.
The NASU’s general secretary, who said no reason was adduced for their non-payment, added that “ the unfortunate thing is that they have no explanation for non-payment of our salary. That is enough patience on our part, despite the fact that we have our grouse before with the Federal Government that things are not running well.
“ However, we think as Nigerians and parents, we don’t have to unnecessarily ground the system, but if you take this our maturity and level-headedness to mean stupidity, then, people who complain that we, in the university system have ruined the future of students by going on too many strikes imposed on us by government will have no reason not to understand, if we go on our own strike next week.”
Also speaking, the national president of NASU, Mr Ladi Iliya, blamed the National Assembly for fighting on their political interest and future at the expense of welfare of Nigerians.
The NASU president, who said the National Assembly should have deliberated on issue of persistent insecurity and ASUU strike when it resumed session, described the attitude of the legislators as shameful.
The labour leader decried issue of corruption, which he said was now an acceptable part of every transaction in the country, both in public and private sectors of the economy, adding that high cost of running the country today was a result of the endemic scourge of corrupt practices, which, he said had long bedevilled the system.

Computer Based Test will limit examination malpratice in JAMB - Ojerinde

Ondo – The Joint Admissions and Matriculation Board (JAMB) on Tuesday said that the introduction of Computer-Based Test (CBT) in its examinations would curb examination malpractice.
Prof. Dibu Ojerinde, JAMB’s Registrar, said this in Ondo at the first technical meeting of the board on 2013/2014 admission to Nigeria National Diploma and National Innovative Diploma awarding institutions.
The meeting took place at Adeyemi College of Education, Ondo.
Also JAMB has commenced the inspection of schools which would be used as CBT centres in the state.
Ojerinde said that CBT was also a way of making the candidates to be ICT-compliant.
He said that CBT would make the results of any examination conducted by JAMB to be ready within a week.
“We have gone digital in JAMB. What we are going to do now is to make use of computers and within a week, the results will be on the Internet.
“Unlike before when we were using the analogue style; the new scheme will stop malpractice,” he said.
Ojerinde, however, noted that everybody now wanted to go to the university to obtain degrees, adding: “Obtaining a degree is not the only way to make it to the top.
“We are encouraging as many people as possible to develop interest in technical education and entrepreneurial education,” he said.
Also speaking, Prof. Adeyemi Idowu, the Provost, Adeyemi College of Education, Ondo, lauded JAMB for devising strategies to curb examination malpractice through the introduction of CBT.
“The recent introduction of computer-based examination is one giant stride which I believe, as time goes on, will drastically reduce the spate of examination malpractice,” he added.
In his remark, Prof. Femi Mimiko, the Vice-Chancellor, Adekunle Ajasin University, Akungba Akoko, said that the introduction of CBT by JAMB would make Nigerians to be ICT-compliant.
“Ojerinde’s tenure has brought about an uncommon transformation in JAMB; it gives hope that Nigeria has ability to transform itself,’’ he said. (NAN)

JAMB: No more Pencil-Paper Test by 2015 - Ojerinde

The Joint Admission and Matriculation Board, JAMB on Monday said that its Unified Tertiary Matriculation Examination (UTME) would be computer-based from 2015.
The JAMB Registrar, Prof. Dibu Ojerinde, said this in Akure at an advocacy campaign on the advantages of the Computer-Based Test (CBT).
According to the registrar, “any person who can use the mobile phone can also take part in the test.’’
Ojerinde said that candidates in the 2014 UTME could still choose between CBT and the normal “pencil and paper’’ method.
“After 2014, there will be no option for any candidate to choose again. CBT is the key. The world is changing and technology has reached an advanced stage.
“The way to go now is technology. If we don’t want to remain in the same place,’’ he said.
Ojerinde, who said that there were enough facilities for the CBT in Ondo state, also made it clear that candidates who chose to write the next UTME in the state would have no option than the CBT.
“With the FUTA Centre, the Adeyemi College of Education (ACE), Ondo and the Rufus Giwa Polytechnic , Owo, there is no reason for anybody to write UTME by the PTP (Pen-To, Paper),’’ he said.
Ojerinde said that the board would encourage candidates in Akure and environs to take the CBT because of facilities at FUTA, Adeyemi College of Education (ACE), Ondo and Rufus Giwa Polytechnic, Owo,
The registrar assured that the exam would be free from hackers “because the board will not go through the server of another institution.’’
No fewer than 100 secondary school students from 10 schools in Akure sat for a mock version of the CBT at the Information and Technology Resource Centre, Federal University of Technology, Akure (FUTA).
Immediately after the test all the candidates got their results before they logged out of the system.

ASUU dragged to industrial court over lingering strike

The strike action embarked upon by university lecturers has assumed another dimension as the Academic Staff Union of Universities (ASUU) has been dragged before the National Industrial Court of Nigeria (NICN) over the lingering strike action.
The suit, with the number NICW/Abj/242/2013 which also has ministers of labour and productivity, education, finance and justice, as well as secretary to the government of the federation as defendants, was instituted by the registered trustees of Golden Women of Integrity and Vision Association and Mrs. Florence Uche Ojieh.
In the suit, the claimants are asking the court to determine whether the strike action embarked upon by ASUU is not illegal and contrary to law and whether members of the union are not bound by the policy of ‘no work no pay’ and therefore not entitled to their salary during the period of the strike.
They also asked the court to determine whether members of ASUU are entitled to continue to retain their employment, having abandoned or deemed to have abandoned their work in the universities; whether or not the union complied with the mandatory provisions of Section 4 and 5 of the Trade Dispute Act CAP T8 LFN 2004 before embarking on the strike; whether the union has complied with the provision of Section 8 of the Trade Disputes Act CAP T8 LFN 2004; whether or not the minister of education is not entitled to determine the employment of the union, same having abandoned or deemed to have abandoned their work in their universities and whether or not the doctrine of collective bargain or the purported 2009 agreement can be the basis for the strike action by ASUU same not having been incorporated in their contract of employment between it and the federal government.
The reliefs sought by the claimants include a declaration that the strike action embarked upon by ASUU since July 2, 2013 is illegal, unconstitutional, null and void.
The claimants also sought a declaration of court that the strike action is unlawful and unwarranted in the face of the payment to the union by federal government of over N50 billion to meet ASUU’s demands from the government.
Other reliefs are an order of mandatory injunction directing the union to go back to work immediately and unconditionally; an order directing the union to return or refund all monies paid to it by the federal government in error or otherwise; an order directing ASUU to return to the negotiation table and a declaration that the strike action is illegal, unconstitutional, null and void.
Others are an order directing ASUU to refund all monies paid to its members as salaries, wages and allowances during the strike action; an order enforcing the no work no pay rule on the union; a declaration that the condition precedent to protest and or strike as provided by the Trade Dispute Act Cap T8 LFN 2004 has not been fulfilled; an order declaring the agreement on which the strike action is based as an extra-legal document which have no force of law; an order declaring any step taken or any further step to be taken in relation to the industrial action by ASUU, agents, privies, assignors, sympathizers, successors or any person whatsoever by whatever name so-called as illegal, unlawful and unconstitutional and an interim order restraining any other trade union and association from joining, participating and aligning with the ASUU strike.

Withholding our salary will not stop the strike - ASUU

Lecturers in the nation's public universities on Monday the 23rd of September 2013 vowed to continue with the strike, declaring that the attempt by the Federal Government to withhold their salaries would not stop their action.
They also described a section of the National Association of Nigerian Students distancing themselves from the strike as “politically motivated students.”
The Chairman, Academic Staff Union of Universities, University of Abuja chapter, Dr. Clement Chup, stated this in an online interview with our correspondent.
The Federal Government, by withholding their salaries, he said, would not make them to abandon their cause.
He said, “Yes, the non-payment of our August salary is another attempt by the government to stampede us into breaking the strike, and as usual, it will not work. The economic war the government is employing has never, and will never yield any dividend.
“Our next line of action is to continue with the strike. We had, on July 2, commenced a total, comprehensive and indefinite strike action, and as long as the government does not meet our demand of implementing the FGN/ASUU 2009 agreement, the strike will continue.”
On comments by the leadership of NANS that the students were no longer supporting the strike, Chup said those making the call were “political and mercenary students.”
“The NANS that say they do not support us are the mercenary students. They are the political, non-matriculated students. Our genuine students do understand the issues that warranted the strike, and are fully in our support.”
Chup, an associate professor at UNIABUJA, also alleged that the Governor Gabriel Suswam-led NEEDS Assessment Committee was only interested in awarding contracts in the universities.
According to him, the committee is arbitrarily awarding contracts to the governing councils of the universities without considering the peculiarities of the schools.
He added, “The committee is merely giving letters of award to the governing councils and intends to handle the contracts, not minding the peculiarities of the universities.
“The question to ask the governor is, why insist on going ahead with the implementation of the projects when the committee has yet to agree with the principal party involved’? I think the Suswam committee was only interested in awarding contracts.”

ASUU strike: Union vows to continue, blames NUC boss for rot in Nigerian Universities

The Academic Staff Union of Universities, (ASUU) has blamed the rot in the Nigerian university system on the Executive Secretary of the National University Commission, Julius Okojie, saying his failure to insist on quality has bastardised Nigerian universities.
The lecturers also vowed to continue their strike unless the federal government honours the 2009 agreement it had with the union.
In a statement signed by its University of Ibadan branch chairman, Olusegun Ajiboye, ASUU renewed its call for the scraping or a total overhaul of the regulatory institution if the nation wishes to get it right in university education management.
While calling on the National Assembly to beam its searchlight on the activities of the NUC, Mr. Ajiboye said the recent NEEDS assessment report on universities reflects how much the commission has failed in its duties as a regulator.
According to him, the report undertaken by genuine academics contradicts NUC’s accreditation exercises which gave ‘controversial’ clean bill of health to most universities through “magomago accreditation.”
The union contended that only in a society like Nigeria would Mr. Okojie still remain in office after being heavily indicted in the report, saying “in sane climes, the NUC boss ought to have resigned through the revelations made in the NEEDS assessment report.”
Mr. Okojie had, last week, absorbed his commission of any wrongdoing in the rot plaguing public universities in the country, particularly as regards undeserved accreditation, blaming members of the ASUU instead.
Mr. Ajiboye, who described the statement credited to the NUC boss as ‘careless’, accused Mr. Okojie of using his cronies who can do his biddings to embark on accreditation.
He said the success of the 2011 elections was based on the patriotic zeal and contributions of genuine and patriotic ASUU members nationwide saying that was why the election was free of hanky-panky recorded in past elections.
The ASUU statement titled ‘Where Okojie Got It Wrong,’ insisted that the NUC boss is fond of using his ‘yes sir’ boys to do hatchet jobs during accreditations, thereby compromising quality most of the time.
The union said its almost three-month-old strike is fully on, adding that the it would not allow itself to be fooled again with ‘promisory notes’ of the federal government which had never worked in the past.
“ASUU cannot be blamed for NUC ‘magomago’ accreditations. Rather than blaming the Union, Okojie should take full responsibility for all the fraudulent deeds in the NUC, including the work and eat accreditations.
“The NUC knows the kind of academics they select for their ignoble exercises. These are cronnies of the big man in the NUC. They can never say no to his biddings. Nigerians should be proud of ASUU in it’s efforts at repositioning public universities in the country. One of these major efforts is the NEEDS Assessment Document.
“This was a product of a rigorous academic exercise carried out by dependable and credible members of our Union. Unlike the numerous faulty accreditation reports which had given these universities clean bill of health, the NEEDS Assessment Report stands out as a classical document of reference detailing the rot and decay in public universities in Nigeria. All well meaning Nigerians can see the contrast between okojie’s ‘packaged accreditation reports’ and a credible job done by ASUU.

ASUU strike: We Are Tired! - NANS

The National Association of Nigerian Students (NANS) has called on well meaning Nigerians to prevail on members of the Academic Staff Union of Universities to call off their three months old strike in the interest of Nigerian students who are currently idling away.
The Union noted that it could no longer continue to tolerate the protracted strike which has perpetually made Students irrelevant and idle.
Addressing a news conference in Akure, the Ondo State capital, NANS National President, Comrade Yinka Gbadebo urged the striking lecturers to call off the strike in the interest of building intellectual capacity for National development which is sacrosanct to the future of the country.
Gbadebo who was flanked by the union’s National Financial Secretary, Comrade Timileyin Ayenuro, an indigene of Ondo State, said it has become imperative for the students to call on ASUU to reconsider its present adamant stand on the continued closure of the Universities.
He said,”We must as Nigerians accept that the problem with our Universities have developed over decades and would therefore be unimaginable that ASUU with its present stand want it totally resolved within a spate of four years that this agreement was signed.
“Objectively, ASUU is expected to expect that the demand for an unproved standard of education in Nigeria shall continue as long as our quest for development as a Nation remains on our investment in the Education sector.
“We hereby disagree with ASUU on the notion that a release of N400 billion per annum as been demanded will face out the mirage of problems confronting the education sector in Nigeria today.
‘While the Government in an unprecedented manner had shown responsibility and concern by releasing N100 billion for infrastructural development in our Universities including State owned, ASUU should reconsider their position”.
Gbadebo said the agreement between the Federal Government and ASUU is frivolous and self-serving to the interest of the striking lecturers alone.
He pointed out that it has become imperative for the Government and ASUU to understand the significant position of Nigerian Students before entering into any agreement.
He added, “While we may not want to go deep into other details of the Federal Government and ASUU agreement which are hitherto considered by us as frivolous and self-serving to the interest of ASUU alone, it is expected that ASUU must at this point bring to the fore the interest of Nigerian Students whom they have been claiming to be fighting for by engaging the Federal Government in further dialogue, while returning to class without hesitation.
” NANS is no longer comfortable with the attendant consequence of the incessant strike on the lives of Nigerian Students and social implication on the society at large.
“If cumulatively in the last 10 years we have lost 30months to strikes by ASUU which is enough to produce a graduate in our Universities, then the question is what have been the gains and the potency of strikes as a weapon when Students are always at the receiving end.
“We are now calling on every well meaning Nigerians to prevail on ASUU to resume negotiations with the Federal Government and reopen the Universities without any further delays. We can no longer continue to tolerate this situation which has perpetually made us irrelevant at the point of arriving at these conclusions by ASUU and the Federal Government”.

ASUU strike: FG, ASUU meet behind closed doors, strike may end very soon

Hope of an early resolution of the strike embarked on by the public universities’ lecturers rises as the Vice-President Namadi Sambo met with the leadership of the Academic Staff Union of Universities in Abuja on Thursday. The meeting which held behind closed doors had in attendance the supervising Minister of Education, Nyesom Wike and the Executive Secretary of National Universities Commission, Prof. Julius Okojie. The union was led by its National President, Dr. Nasir Faggae, and two former Presidents of ASUU; Dr. Dipo Fasina and Dr. Abdullahi Sule-Kano. Others at the meeting were the Vice-Chancellors of Uniport, Prof. A Ajienka, Bayero University Kano, Prof. Abdulrasheed Abubakar; Prof. Isaac Adewole of the University of Ibadan; and Prof. Muhammed Hamisu of the Abubakar Tafawa Balewa University, Bauchi. It was however uncertain if yesterday’s discussion was fruitful as the two parties did not disclose the outcome of the meeting which lasted for two hours to journalists. Fagge, however, told State House Correspondents that the union would make its position known after the National Executive Council meeting. Wike assured Nigerians that students would soon return to school as government was ready to make sure all the contending issues were resolved as soon as possible. But a source at the meeting, who pleaded anonymity, however, told one of our correspondents that going by the new offers made by the Federal Government, the strike might be called off within the next two weeks. This, the source said, was because the Federal Government had agreed to inject fund to revitalize the university system. “The meeting went well, the vice-president made some new offers that were different from what was on ground before. For instance, the Federal Government had agreed to start the injection of revitalization fund into the university system starting with N100bn this year and N150bn in 2014 and this will continue until the university system is solid enough to stand. The source, however, said that the ASUU team promised the vice-president that the union would make it decision on the strike known after its NEC meeting unconfirmed source said had been scheduled for Saturday.

Aftermath of cultist attack: YABATECH students wrecked havoc on campus

Earlier on Thursday morning at the Yaba College of Technology, Lagos, the institution faced commotions, as academic programmes were grounded, while movements were restricted. The development was as a result of a protest by the students of the institution, who were expressing their displeasure at an attack on a student by suspected cult members on Wednesday night. Some policemen, who attempted entering the campus to quell the unrest, were turned back at the gate by the students, who held everyone within the campus hostage for hours. Reports reaching us says that two fully loaded staff buses were prevented from entering the institution. A clash between the cultist and some students the previous night had kept everybody awake. A source in the Department of Mass Communication explained that the clash started after an unnamed student was attacked by some cult members with machetes and was wounded. Our correspondent learnt that the student had a misunderstanding with a suspected cult member. Another source who pleaded anonymity said, “The student had ignored the cult member when that one told him to do something for him. He was later beaten, clubbed and cut with matchetes. “Somebody alerted the victim’s friends and they also came out and faced the cult members.” It was said that in the Wednesday rampage, security men on the campus were assaulted, while some school facilities were damaged. On Thursday, the students took over the gates of the school and chased away security men to protest the Wednesday night attack. One of the students at the gate told our source that the security men guarding the campus had failed in their duties. He said,”Two weeks ago, they (the cultists) stormed the Art Block and wreaked havoc while our security men were merely watching. So the students decided to take over the security of the school.” It was observed that a few of the security men had changed into mufti, while some of the students who tried to record the riot with their camera phones were assaulted. The school’s major road was also barricaded. The students said they were awaiting the Rector to give an address on the way forward. Later, the Dean of Students Affairs, Mr. Omobayo Raheem, addressed the warring youths, urging them to calm down. He said, “Like many of you, I have not been able to sleep as a result of this development. I apologize to every one of us as a result of the injury one of us sustained. There is no doubt that injury to one is injury to all. “I can assure you that the management has set up a high-powered panel to look into this and none of the culprits will go unpunished be they students or lecturers.” He said the wounded student was being treated at the school’s medical centre. The Rector, Dr. Kudirat Ladipo, later came to address the protesters. She capped her address with a prayer for peace on the campus. Source: Punch NG

ASUU Strike: NANS begs FG and ASUU to resume negotiation

The National Association of Nigerian students(NANS) has called on the federal government and the Academic Staff Union of Universities (ASUU) to return to the negotiation table and quickly hammer out an agreement that will end the ongoing strike by university teachers. The student body also requested both sides to keep an open mind and be ready to shift ground so as to put an end to the suffering of students and parents. Speaking to journalists Monday at the headquarters of the Federal Ministry of Education, John Shima the acting Senate president of NANS, said, “ASUU and Federal Government should go back to the negotiating table. Even during wars, issues are resolved at the roundtables. Nigerian students have been idle for 78 days. “Nigerian students are tired of sitting at home. Both parties are urged to shift ground to ensure quick resolution of the crisis.’ “We lost almost three years of study time in the last 10 years due to strikes; the lost time is enough to graduate a student in Germany.” The students had besieged the ministry to meet with Minister Nyesom Wike for an update on what the government was doing to end the strike. But the meeting was later postponed till next week to allow Mr. Wike himself receive briefings from the government negotiating team. Meanwhile, chairman of the Federal Government negotiating team and Benue State governor, Gabriel Suswam, has threatened to go hard on striking lecturers of Benue State University, Makurdi. He said he would insist on a policy of “no work, no pay” policy if the lecturers in the state university refused to call off what he described as their “sympathy strike”. He said the state-owned universities, such as that of Benue, should pull out of the strike, since it was the federal universities and not those of states that were involved in the negotiation with the Federal Government. Mr. Suswam further explained that the Benue State University was already benefiting from the earned allowance for which the Federal Government voted N30 billion and had no cause to complain. ASUU strike: The Increase In Crime Rate Is As a Result of The Lingering Strike - NANS

The National Association of Nigerian Students (NANS) has linked the rising wave of crime in the last two months to the idleness of students, who are currently bearing the brunt of the strike embarked upon by the Academic Staff Union of Universities (ASUU). The students' body, therefore, appealed to the striking union and the federal government to resume negotiations and ensure quick resolution of the strike, which is now in its 13th week. The acting Senate President of NANS, Mr. John Shima, while addressing a press conference in Abuja Monday, lamented that about three years of study time had been lost to strikes in the last 10 years. The lost time, he said, was enough to graduate from an undergraduate course in other climes. "ASUU and the federal government should go back to the negotiating table. Even after wars, issues are resolved at the round table, Nigerian students are tired of sitting at home," he said. Shima added that although the lecturers were protesting the decline of infrastructure in the nation's universities, the decline was not limited to the universities alone. This, he said, had led to the continual drop in Nigeria's standard of tertiary education. "We call for a NEEDS Assessment in our polytechnics and Colleges of Education as was done for the universities to ascertain their level of decay. This may also stop unions in these institutions from embarking on their own strikes," he said. The students' body appealed to President Goodluck Jonathan to urgently appoint a substantive minister to head the education ministry. The candidate, it added, should be an individual from the education sector, who had exhibited the necessary competence, clear understanding of the sector and has the capacity to command the respect of stakeholder unions in the sector. "We commend the out-gone education minister, Prof. Ruqqayatu Rufa'i, for doing her best while she served as minister," Shima said. However, a mild drama ensued at the press briefing, which had to be truncated after a young man who claimed to be NANS Public Relations Officer, Olaogun Victor, interrupted the proceedings on the grounds that his presence was not acknowledged. A group of young men also protested that the press briefing was being done without their knowledge. Source: AllAfrica.com

ASUU strike: Group rallies support for mass protest to save education

Nigerians have been urged to prepare for a mass rally to compel the Federal Government to release funds for the implementation of the agreement it reached with the striking university lecturers. Joint Action Front (JAF), a pro - labour civil coalition, who made the appeal, said with millions of students sitting idly at home because of the on - going strike by the Academic Staff Union of Universities (ASUU), coupled with the President Goodluck Jonathan's government reluctance to accede to the lecturers' demand, the situation may linger unless it’s compelled through "mass action" to do the right thing. JAF - Secretary, Comrade Abiodun Aremu, said in Abeokuta that government should be held responsible for the spate of strikes at the nation's education sector and asked Nigerians to join in the mobilisation to "save public education" in the country. Aremu said: "JAF is committed to the nationwide, zonal and state protests until the Government is compelled to give Public Education the priority attention it deserves and urge all students, workers in formal and informal sectors, parents and pro-people organisations across the country to join the mass mobilisation to save public education. "Students from the Universities have been home since July 1st because of the Academic Staff Union of Universities (ASUU) strike action. For 3 months, polytechnic students had their academic calendar disrupted for similar reasons. "The Colleges of Education Academic Staff Union (COEASU) just last week had a warning strike. All these have implication for disruption of the academic calendars, falling standards of education at all levels, a high level of general insecurity and a bleak future for the current generation and the Nigerian Child." At the press briefing attended by representatives of ASUU, students, civil society organisations among others, The JAF - Secretary said the mass protest to sensitize Nigerians to the dangers in the steady destruction of the educational sector by the Federal Government is slated to hold in Abeokuta, on Thursday, this week while similar one would take place in Kano later. He said: "except we mobilise Nigerians to resist the government, to compel the government to bring the money, the government will not budge in its unwillingness or reluctance to fund education adequately in Nigeria."
